Where, then, is there any legitimate opening for an export trade at all. The other opium-consuming countries, e.g., Straits Settlements, Java, Indo China, Siam, do not buy from Macao either raw or prepared opium.

In 1909 prepared opium was exclusively exported to California. That has ceased, and it can hardly be supposed that a large demand has suddenly arisen in South America. Canada forbids the importation, as do the Philippines and Australia,
